If the valve goes up and down when you manually turn the engine over, you're ok. The valve itself shouldn't be able to turn much if at all. When I've had a stuck valve on an A-4, I pull the head, dump in some MMO, make sure that the camshaft is not pressing up on the valve, then using a block of wood and a small hammer, tap it back into place. Roll the engine over to raise it again and do the same thing. It's never failed. There is a device called an easyout for the broken studs, but I've never had much success with it. Carefully center a small drill bit on the stud and drill in to or near the bottom of the stud. Using succeedingly bigger bits till you get to the point where the metal left from the stud is very thin, then work it out with picks and needle nose pliers. After that, clean up the threads with a proper size tap. Good luck
